RATE AND DRIVING REGULATIONS
§ 1. GENERAL
- Premium Taxi's licensed partners and employed drivers offer passenger transport services under a taxi license issued by the Oslo Municipality's Agency for Urban Environment. The service includes seating for 1 to 8 passengers, as well as letter and package delivery.
- Premium Taxi can facilitate limousine services and group transport for more than 9 people through our network of partners specialized in this segment.
- Both the licensed partner (referred to as "driver") and the employed driver must strictly adhere to these regulations at all times.
- Drivers are required to accept ride assignments from Premium Taxi's administration or customer center without exception.
- Premium Taxi does not own taxis or employ drivers directly. Individual license holders are responsible for employing drivers. Drivers must meet specific criteria, including holding a police-issued driving license for passenger transport. Premium Taxi also provides specialized training, which includes passing an expert test in Oslo and completing service courses.
- Premium Taxi does not profit from the taxi's revenue. All payments made by the customer belong entirely to the license holder and driver. Revenue data, including card payments, is transmitted to Premium Taxi and stored securely in central systems, as well as in other databases managed by Bankaxept, Nets, Payex, and Ingenico.
- Revenue data is forwarded to relevant authorities in compliance with current regulations.
§ 2. DETERMINATION OF RATES - CHANGE OF RATES - TARIFFS
- Premium Taxi sets its rates in accordance with The Norwegian Competition Authority's regulation on exemption from the Competition Act §§ 3-1 and 3-2 for taxi centers.
- Any fare changes are electronically communicated from Premium Taxi to each individual taxi.
- Tariff 1: Applies to 1-4 passengers.
- Tariff 2: Applies to 5-6 passengers.
- Tariff 3: Applies to 7-8 passengers.
§ 3. TAXIMETER - EMV PAYMENT TERMINAL - CARD FEE
- Premium Taxi owns the taximeters and payment terminals, and they must be used for all rides.
- For payments made via debit or credit card, the use of a payment terminal is mandatory. If the terminal is out of service due to any reason, Premium Taxi's backup solution should be used, as per § 23-(1) (promissory note). Alternatively, the customer and driver may agree to cash payment or direct transfer via Vipps or similar payment methods.
- Drivers are prohibited from acquiring or using their own payment terminals.
- TaxiCards and TT/NAV cards must be read using the magnetic stripe reader.
- Requisitions should be recorded in the taximeter as credit time.
- Promissory notes must also be entered into the taximeter as credit time.
- The taximeter and additional equipment comply with the regulatory requirements for taxi meters. The responsible authority conducts checks on taximeters.
- When payment is made by credit card, the payer may be charged the applicable fee set by the card companies, in accordance with the Financial Agreements Act § 39 b.
§ 4. OBLIGATION TO ACCEPT PAYMENT CARDS, REQUISITIONS, AND APP PAYMENTS
- Drivers are required to accept all payment cards and requisitions approved by Premium Taxi.
- Requisitions must be authenticated by the company or customer. The customer must sign both the requisition and the taximeter receipt, ensuring all fields are fully completed.
- Requisitions from entities such as NSB, Flytoget, airlines, etc., must be completed by the customer. Both the taxi meter receipt and the requisition need to be signed by the customer, and the driver must sign the requisition.
- If Premium Taxi receives incomplete requisitions, the company may choose not to issue an invoice to the customer.
- Customers ordering Premium Taxi via Mivai can choose to pay for their ride either through the app or directly in the vehicle.
§ 5. PRICE CALCULATION ACCORDING TO THE PRICE DISCLOSURE REGULATION – MAXIMUM PRICE – MATCHING PRICE
Section 5a. Price Offer for Taxi Services
- If a consumer provides a sufficiently defined destination, the taxi driver must offer a price quote before entering into an agreement. The price offer must include the total cost of the taxi service. Any credit card fees, as per Section 3-(8), are additional and vary based on card type and amount.
- The provider must inform the consumer that they will pay the lowest total price between the price offer, the maximum price for the route, and the parallel tariff with any supplements.
Section 5b. Maximum Price for Taxi Services
- The taximeter calculates the price based on a parallel tariff, which includes a start rate, kilometer rate, and time rate. Maximum tariffs also have a minimum price depending on the time of day.
- The customer pays the lowest total price from the available price options: the price offer, a fixed route price, or the parallel tariff with any supplements.
- The driver must adhere to the maximum fares set by Premium Taxi.
- A driver may agree to a price lower than the maximum fare but cannot exceed it.
- Premium Taxi may negotiate a price lower than the maximum fares, and drivers must comply with this agreed price.
- It is prohibited for drivers to charge more than the maximum fare.
§ 6. COMPARISON PRICE
- The comparison price, developed by consumer authorities and the Norwegian Taxi Association, provides a basis for comparing prices across different exchanges. It consists of three components: starting price, 8 km driven, and 13 minutes paid time, rounded up to the nearest krone. The comparison price is highlighted in yellow on rate sheets in vehicles and on the website.
§ 7. INSTALLATION OF TAXIMETER WITH ADDITIONAL DEVICES
- Taxi meters, payment terminals, and their calibration are installed by an approved workshop.
- The taximeter is sealed to prevent tampering, with unauthorized tampering reported to authorities.
§ 8. PRICE INFORMATION
- All vehicles must display a tariff table clearly visible to the customer both inside and outside.
§ 9. VALUE ADDED TAX RATES FOR TAXIS
- Passenger transport: 12%
- Letter/Parcel transport: 25%
- Trips starting in Norway with delivery abroad: 0%
§ 10. BOOKING/ADVANCE ORDER - APPEARANCE FEE
- For direct orders, the taxi meter is activated upon arrival at the pick-up point.
- For advance orders, the meter activates at the scheduled pick-up time.
§ 11. COLLECTION AT BOATS (INCLUDING CRUISE SHIPS)
- The taxi meter cannot be activated before the customer is seated in the vehicle.
§ 12. BAGGAGE
- No extra charge is allowed for luggage in standard vehicles, even if seats need to be folded down.
§ 13. ORDERING A TAXI WITH EXTRA EQUIPMENT
- No surcharge is required for specific items such as child seats, foldable wheelchairs, etc.
- Trailer rental and related costs are charged at an hourly rate.
§ 14. MAXITAXI (5-8 PEOPLE)
- If fewer people than initially ordered occupy the Maxitaxi, the appropriate rate must be used, subject to the driver's discretion.
- The rate may be adjusted if passengers leave during the trip.
- Disputes over rates may be resolved by Premium Taxi.
§ 15. DRIVING AND REST PERIOD (MAXITAXI 9-16 PEOPLE)
- Driving and rest times are regulated, with additional costs for accommodation if required by law.
§ 16. ACCIDENTS IN CARS
- Incidents caused by intoxicated customers leading to cleaning costs are charged to the customer.
- Incidents involving sick children causing cleaning costs are charged to the customer.
- Cleaning fees include an hourly rate and the cost of washing.
- The driver's expenses for cleaning must be documented.
§ 17. AIRPORT TAX - TOLL TAX - OTHER CHARGES
Section 17a. Airport Tax at OSL Gardermoen
- The airport tax is NOK 22, added to the fare for trips from Gardermoen.
Section 17b. Tolls and Other Charges
- Toll fees and other charges must be paid by the customer.
§ 18. EXCHANGE
- Drivers are not obligated to exchange notes larger than NOK 500.
§ 19. RECEIPT
- Drivers must provide a receipt to the customer without being asked.
§ 20. FOUND GOODS
- Drivers must check for left-behind items and return them to the customer or deliver them to the police.
- Premium Taxi must be informed of lost property.
- Customers must pay for the return of forgotten items, except for those left in the luggage compartment.
§ 21. DRIVING ROUTE
- Drivers must follow the cheapest route unless otherwise agreed upon with the customer.
§ 22. GUIDE DOG – NORMAL DOG
- Guide dogs cannot be refused entry to a taxi.
- Normal dogs can only be refused in cases of allergies or extreme dirtiness, with exceptions for guide dogs.
§ 23. DEBT - PROMISSORY NOTE
Section 23a. Promissory Note
- If payment systems fail, a promissory note may be used.
- The customer must sign the promissory note, and Premium Taxi will invoice the customer.
- A copy of the promissory note and receipt is provided to the customer.
- Incomplete promissory notes may result in no invoice being sent.
Section 23b. Pledge Slip
- If the customer cannot pay, they may provide a valuable item as a pledge.
- Certain items, like passports or bank cards, cannot be pledged.
§ 24. CASE PROCESSING OF COMPLAINTS FROM THE PUBLIC
- Complaints must be submitted in writing to Premium Taxi. Drivers have the right to respond, and Premium Taxi may determine the amount to be reimbursed if the complaint is upheld.
§ 25. LICENSE HOLDERS AND DRIVERS' DUTIES AND SANCTION RULES
- Violations may result in warnings or administration fees.
- Repeated violations may lead to revocation of Premium Taxi approval.
- Serious violations may be reported to the police.
§ 26. ENTRY INTO FORCE
- These regulations come into force on 01.11.2019.
